Health & Safety Management Systems

 
What is an occupational health and safety management system (OH&SMS)?
OH&SMS is part of the management system of an organization. It develops and implements the policy of occupational health and safety and manage the risks to health and safety associated with its activities. Implementation of occupational health and safety management system according to standard ISO 45001 is voluntary and aims to help the organization to put the health and safety of employees among its main priorities and demonstrate commitment in these respect commitments to external stakeholders.

Occupational health and safety management system according to ISO 45001 functions in a similar way as general Quality management model, the next cycle of Deming "Plan – Do – Check – Act" (PDCA).
 
A. Plan

  • Conduct an initial review of the organization's occupational health and safety, according to ISO 45001;
Attention! Do not miss the other requirements: corporate, industry and customer requirements, agreements with stakeholders and their requirements: Identify gaps and plan their elimination; Identify hazards and assess risks to occupational health and safety.
 
Attention! During the hazard identification not miss:
  • Extraordinary activities performed by the employee;
  • Hazards out of the workplace, for example when visiting a client;
  • Hazards from near-by workplace;
  • External visitors / passing people;
  • Define occupational health and safety policy (by senior management);
Attention! Too ambitious commitments and policy statements can cause more harm than good; Any commitment to the policy must be able to be proven and is subject to verification:
  • Determine the general and specific objectives for health and safety program for their management;
  • Identify measures, responsibilities, resources and deadlines for their achievement, and indicators for reporting them.
Attention! The following rule must be observed when defining measures or changing existing risk reduction measures:
  • Elimination of the hazard where possible;
  • Reduction of the risk (by reducing the probability of the occurrence or severity of the damage, e.g., substitution of operations, reduced working hours, physical measures, signs/warnings);
  • Usage of personal/collective protection as a last resort.
 
B. Do
  • Implement the Action Plan;
  • Document occupational health and safety management system;
  • Implement occupational health and safety management system;
  • Define the roles and responsibilities of staff;
  • Determine the competencies and provide tràining and awareness of responsibilities;
  • Perform an appropriate exchange of information, communication and consultation - internal and external;
  • Provide operational management of occupational health and safety;
  • Ensure preparedness for emergency response, occupational health and safety.
 
C. Check
  • Investigating and analysing accidents and incidents, discrepancies, corrective and preventive actions;
  • Assess compliance to the applicable legal and other requirements;
  • Identified problems;
  • Carried out the implementation monitoring;
  • Summarize the results of the inspection.
 
D. Act
  • Analyse the results;
  • Correct occupational health and safety management system, where appropriate;
  • Pursue further Tràining and consultancy;
  • Review conducted by management.
 
Typical documents required by the Bulgarian legislation, subject to consideration during the introduction of the Occupational Health and Safety Management System:
  • Contract with a registered Occupational Health Service, according to the Occupational Health and Safety Act;
  • Declaration under Art. 15 of the Occupational Health and Safety Act;
  • Certificates (documents) for conducted tràining on health and safety, according to Ordinance ¹ RD-07-2 of 16.12.2009 on the terms and conditions for conducting periodic tràining and instruction of employees on the rules for ensuring healthy and safe working conditions;
  • Regulations for the internal labour order, according to the Labour Code;
  • Job descriptions according to the Labour Code;
  • Risk assessment for the health and safety of workers, according to the Occupational Health and Safety Act and Ordinance ¹ 5 of 11.05.1999 on the procedure, manner and frequency of risk assessment;
  • Program for elimination or minimization of the risk, according to the Occupational Health and Safety Act and Ordinance ¹ 5 of 11.05.1999 on the procedure, manner and periodicity of risk assessment;
  • Certificates for control of microclimate, noise, lighting, chemical agents, issued by an accredited Control Body;
  • Certificates for control of protective earthing systems, impedance of "phase-protective conductor" circuit and lightning protection earthing system, issued by an accredited Control Authority;
  • Documents of the Working Conditions Group/Working Conditions Committee (formation, minutes of quarterly meetings, etc., according to the Occupational Health and Safety Act;
  • Documents proving the conduct of initial, periodic, daily and extraordinary briefings, according to Ordinance ¹ RD-07-2 of 16.12.2009 on the terms and conditions for conducting periodic tràining and briefing of employees on the rules for ensuring health and safe working conditions;
  • Protocols for distribution of PPE and work clothes;
  • Conformity documents and instructions for use of PPE and workwear;
  • Emergency Plan/Action Plan for Disasters, Accidents and Catastrophes, according to the Disaster Protection Act;
  • Protocols for annual play of the Emergency Plan/Action Plan for Disasters, Accidents and Catastrophes/Evacuation Plan;
  • A set of instructions for safe operation of the equipment;
  • Diary for monthly inspections of hand-held power tools;
  • Valid certificates for qualification groups in electrical safety;
  • Documents for performed preventive medical examinations of the employees, according to Ordinance ¹ 3 for the obligatory preliminary and periodic medical examinations of the employees;
  • Analyses of the results of the conducted prophylactic examinations of the staff;
  • Annual analyses of staff morbidity, based on sick leaves;
  • Diary for registration and reporting of occupational accidents, according to the Occupational Health and Safety Act;
  • Physiological regime of work and rest, according to Ordinance ¹ 15 of 31 May 1999 on the conditions, procedure and requirements for development and introduction of physiological regimes of work and rest during work;
  • Safety data sheets for the chemicals and mixtures used;
  • Indication of the existing hazards and sources of harmful to health and safety, according to Ordinance ¹ RD-07/8 of 20 December 2008 on the minimum requirements for signs and signals for safety and/or health at work;
  • Fire file, according to Ordinance ¹ 8121h-647 of 01.10.2014 on the rules and norms for fire safety during operation of the sites;
  • Documents for inspection of fire extinguishers (annual and monthly) – protocols and diaries, according to Ordinance ¹ 8121h-647 of 01.10.2014 on the rules and norms for fire safety during operation of the sites;
  • Documents for inspection of fire alarm and fire extinguishing installations, according to Ordinance ¹ 8121h-647 of 01.10.2014 on the rules and norms for fire safety during operation of the sites;
  • Schemes and plans for evacuation, according to Ordinance ¹8121ç-647 from 01.10.2014 on the rules and norms for fire safety during operation of the sites;
  • Documents proving passed technical supervision over the facilities with increased danger.
